Estate agents will have to apply for planning permission to put up boards in historic squares and terraces under a new scheme.
Brighton and Hove City Council's environment committee has agreed to consult on its proposals for areas with Grade I and II*
listed buildings.
The council already has a voluntary agreement with estate agents which works well in the Kemp Town area of Brighton.
However it has been breached in Brunswick, Hove, where some boards are unsightly.
Brunswick councillor Paul Elgood told the committee:
"Getting rid of the boards would be welcomed by many agents, who would be able to sell houses in the finest squares without them."
Brighton and Hove Estate Agents' Association said it would support a scheme in special areas.
