Police are objecting to the late-night opening of a city-centre burger restaurant.
Burger King is applying to the council to renew its night cafe status, allowing it to open until 3am.
The restaurant in North Street is popular with late-night revellers but police said they frequently had to attend incidents there.
Burger King has introduced measures suggested by officers, including more door staff, a robust admissions policy and hand-held video cameras.
But police said they were still regularly called out on Friday and Saturday nights.
On May 18, when drunks were refused entry, all available officers had to be sent - 14 constables, four sergeants and four inspectors.
This left the rest of the city without any police cover. Four door supervisors and police officers were injured.
Police recommend closure at 1am, with more cameras to be installed and extra supervisors controlling entry into the restaurant on busy nights.
They said the Duke Street exit should be used only in emergencies after 6pm.
Councillors will make a decision on Thursday, June 27.
