Residents will fight a proposal to demolish two houses and build a block of flats near their homes.
Neighbours are holding a meeting tonight to organise their campaign against the plans.
Protodale plc has applied to Brighton and Hove City Council to demolish two homes in Palmeira Place, Hove, and replace them with a four-storey block of 11 flats.
Residents in Lorna Road and Palmeira Place are determined to halt the development. They have until Tuesday to lodge their objections with the city council.
Opponents of the scheme say it would be an over-development of the area, which is a cul-de-sac already blighted by serious parking problems.
Residents have sent out a notice to neighbours living near the site to warn them about the plan.
The letter states: "The high number of units is too dense for such a small site.
"This high density, together with just five parking spaces replacing three lost to the development, will intensify the already significant parking and traffic problems in the area.
"The 13-metre high building will dwarf its neighbours, blocking out light for many residents, as well as overlooking and infringing on the privacy of others."
It was hoped if developers were forced to cut down the size of the site they might decide the proposition was not economic enough.
Richard Cupidi, who has lived in Lorna Road for seven years, is one of those opposing the plan.
He said: "The proposal is totally out of keeping with the street. It is not the biggest monster I have seen but it belongs to the tribe.
"We will pool our resources and then go off and write our final tranche of letters opposing this."
Ward councillor Jayne Bennett has offered to support residents against the proposals.
