Your report "Toothless watchdog" (July 5) confirms my own experience that Brighton and Hove City Council's so-called registration scheme benefits no one except the participating property managers - who receive free and undeserved recommendation out of it - and their professional association.

That the scheme is the only one of its type in the UK indicates most councils exercise common sense, at least some of the time.
