People on housing estates are paying to park cars without any guarantee of finding a space, says a Tory councillor.
Pamela Stiles told Brighton and Hove City Council's overview committee: "The situation is confused, if not chaotic."
Coun Stiles called for a scrutiny investigation into the scheme for running car parking bays on housing land.
She said there was a particular problem in places such as Sandhurst Avenue, Woodingdean.
Coun Stiles added: "It is not like parking in the city. It is administered by housing officers. They don't work after 6pm when the problems arise.
"Residents are paying almost £200 and they find other people parking in their places."
Councillors decided not to hold an investigation after hearing officers were already working on projects to improve the administration of parking spaces.
