If Councillor Jackie Lythell thinks a beach party makes Brighton and Hove the most cultural city in Europe, she needs to visit planet Earth a little more frequently.
The sad truth is, Brighton has no culture beyond ABC - addicts, boozing and clubbing.
Useful for the beach party but not much help competing against most other European cities.
