Labour councillor Pat Murphy is calling on the Government to review the right of council tenants to buy their properties.
The scheme, first introduced nationally by the Thatcher Government in the Eighties, has resulted in 5,000 homes being bought by tenants in Brighton and Hove.
Coun Murphy says there is growing evidence some of them are being bought as investments rather than for the use of former tenants.
He said the scheme meant councils such as Brighton and Hove had fewer properties to offer people in housing need.
