Tributes are being paid to chef Ian Langan who was killed in a powerboat crash.
Police are continuing to investigate the collision off the Palace Pier, Brighton, which left another man seriously injured.
Mr Langan, 45, of Springfield Road, Brighton, worked at the Brighton Marina Yachting Club.
Club commodore Duncan Money said: "It is a sad loss. I really did like the guy."
Catherine Hammond, of Hanrahan's pub, said the group had been drinking in her pub before the incident.
She said: "The whole marina was buzzing yesterday talking about the accident.
"This has upset all the customers. I'm very sorry for the family."
Dave Courtney, of Waterside Marketing Suite, said: "It's a total shock. It's terrible and shows how dangerous equipment like this is."
Ian was a member of the yacht club where his brother, Cliff, was director for powerboats.
One of the boats involved in the collision was owned by local businessman Glenn MacKay.
He is said to be "totally shocked" and friends say he has not slept since.
A worker at the fishing tackle shop next to the yacht club, said: "Anyone can buy a boat these days.
"There's no laws stopping you going out on the sea unless you are steering a chartered boat for the public. "
A worker for Premier Marinas, which owns the wet side of the marina said: "The whole licensing laws need to be changed.
"We need to have more stringent rules, although we don't want to put off newcomers to boating."
A post-mortem showed Mr Langan died from multiple injuries. His body was recovered from the sea an hour after the collision.
Two men in the other boat have been questioned by police and released on police bail as inquiries continue.
