With regard to the current debate involving the right-to-buy scheme, council tenants have two options. 1 You live the rest of your life in a council house. 2 You buy it.
What happened to option three, the cash incentive scheme? This gave assistance to council tenants who wished to purchase a house other than their council house.
The right-to-buy scheme indeed depletes the housing stock of the relevant council, whereas the cash incentive scheme did not.
The cash incentive scheme meant the council house became available when the tenant moved out. It empowered tenants and made more houses available for rent. Why was it scrapped?
