I, too, am appalled at the lack of regulation along our shores.
Surely there should be some form of licence or test for any powered craft and a modified form of certification for those manning wind-powered craft?
As with motor vehicles, there is always misconduct, recklessness and plain accidents but the fees raised through licensing and testing could go towards the education of sailors and rescue services.
It would be comforting to sea the shores policed, too.
In the past year, while out walking along the shore or the Palace Pier, I have witnessed irresponsible exhibitionism on a regular basis.
