Tories are strongly opposed to any plans for congestion charges in Brighton and Hove.
The long-term idea for the city was suggested last week as part of a £1 billion blueprint for the future of transport along the South Coast.
Consultants Halcrow suggest a £2 charge for motorists driving into the city.
Councillor Brian Oxley, leader of the Tory opposition on the city council, said it would hit drivers hard.
He said: "Hasn't the motorist suffered enough in recent years with massive tax rises on fuel and greater difficulties in finding parking spaces?
"The last thing families and individuals need is yet another tax hitting them every time they drive into Brighton and Hove.
"It would be foolhardy for a city so reliant on tourism suddenly to tax people to visit when public transport is already straining to cope with the numbers of people who come each weekend.
"What is needed is a recognition the car is essential for so many people and policies are needed to accommodate the way people lead their lives.
"The Conservatives would never impose a congestion charge in Brighton and Hove and would repeal such a tax if it was introduced before May next year."
The South Coast Multi-Modal Study is due to be considered by councillors tomorrow.
