Labour councillor Vince Meegan has attacked plans to convert a care home into a hostel for the homeless.
An application has been lodged with Brighton and Hove City Council for the Sunningdale Care Home in Eaton Gardens, Hove.
Applicant Janek Masrani told The Argus last week it was insurance against possible failure to meet new care home regulations.
Coun Meegan said: "This would be an inappropriate location for a hostel.
"The place for insurance is the Prudential or a similar institution. It is not cluttering up the already strained resources of the planning department with provocative gestures.
"This has caused deep distress and anxiety to local residents, who fear it would attract crime, drugs and other anti-social elements into an attractive neighbourhood "There are a number of options open for Mr Masrani should he wish to dispose of or convert the property. He has chosen one of the least attractive and I hope he will withdraw this application."
