Families will have their say on how more than £1 million will be spent improving the lives of young children.
The Sure Start programme has been awarded the cash from the Government to improve pre-school services in Shinewater, Willingdon Trees and Eastbourne town centre.
The scheme is aimed at helping children aged up to four and has already proved a success in the neighbouring town of Hailsham.
Ruth Ellenger, who helps run the North Langney toy library, said: "The early years of a child's development are crucial to ensuring their well-being in later life.
"As well as providing new family support services, Sure Start encourages parents to become involved with their children's creative activities. Sure Start really works."
Consultations carried out in Eastbourne have already produced a ten-year plan.
The services will be introduced in the next three years and further consultations will take place with parents to find how best to spend the £1.075 million.
A board has also been set up to replace the existing Sure Start steering group.
It will comprise parents, social services, health and education workers, Eastbourne Borough Council and representatives from the voluntary sector.
Councillor Beryl Healy, leader of Eastbourne Borough Council, said: "This is an example of true partnership working to support parents and children in specific areas of Eastbourne."
