A family of travellers have won a High Court injunction banning the council from evicting them for at least another two days.
Brighton and Hove City Council planned to escort them from the old Preston Barracks in Lewes Road, Brighton, today after serving an eviction order.
But the travellers, several of whom have health problems, successfully appealed to the High Court, winning more time at the disused council-owned car park.
The injunction remains in force until Wednesday.
Several travellers not covered by the injunction were this morning moved on by police and council officers. Fourteen vans remained.
The council bought the site for development in March from the Ministry of Defence. It is earmarked to provide jobs, homes and a community centre.
The council carried out welfare checks on three travellers and offered them temporary permission to park at Wilson Avenue but the travellers refused because their extended family could not go there too.
A council spokeswoman said: "We met our responsibilities as far as health and welfare issues go. It is just not an option for them to stay at the barracks.
"We're confident we will succeed in getting them moved on."
