Labour councillor Juliet McCaffery is objecting to plans for a city skyscraper - branding it "phallic egocentrism".
Developers Karis want the 16-storey building, designed by top architect Piers Gough, to be part of the Endeavour Garage redevelopment in Preston Road, Brighton.
Coun McCaffery, who represents Preston Road, has objected to Brighton and Hove City Council.
She said: "If developers and certain councillors think this is good modern architecture, they should think again.
"Good architecture is design suitable for place and purpose. Place seems to have been left out here.
"Proposing a 16-storey tower block on the edge of a Victorian conservation area to obscure the view of the viaduct - a fine Victorian piece of engineering - can only be a piece of phallic egocentrism."
She added: "Good housing and design are both desperately needed here.
"Let's keep our six storeys as agreed and not build another blot on the townscape. We have enough already."
She said a more suitable site for development would be on the other side of Preston Road and action was needed to improve the road opposite the park.
