Plans to build 15 two-bedroom flats in Rustington look set to get the go-ahead, despite objections from local people.
The plans for land in Cove Road and Harsfold Road have attracted 33 letters of objection and only five letters of support.
Among those objecting is Rustington Parish Council, which says the flats would constitute "an undesirable intensification of residential development and represent an overdevelopment of the site".
Other concerns raised in the letters of objection include the lack of parking and that the scheme would lead to a decrease in the value of nearby properties.
But letters in support of the plans say the flats would provide much-needed accommodation.
Officials at Arun District Council have recommended members on the councils development control committee approve the plans but with 16 conditions.
A report to members says: "The site lies within the built-up area where there is no objection to its redevelopment with housing in principle.
"The frontage development continues the existing housing along Harsfold Road, dropping down from three-storey town houses and flats in the south to two storeys on the corner to match the development in Cove Road.
"The proposal integrates with this transition by use of a mixed two-to-three-
storey development."
The plans are due to be discussed at a development control committee tonight.
