Rowan Horner (Andover) fought off a challenge from Robert English (Southport CC) to claim the Les Jarvis Trophy awarded to the overall winner of GS Stella's time-trial weekend.
Horner (St Raphael) lost several seconds when he fell off at the foot of Houghton Hill, but he won the first day's 18km event from Storrington to Whiteways Lodge and back.
He beat English by just one second in 26min.59sec. London rider Tim Stevens, making a comeback after a back operation, placed third in 27min. 37sec.
Hastings rider Peter Tadros (Interbike), last year's overall winner, finished fifth in 27min.48sec. Storrington rider Mark Jones (GS Stella) was ninth in 28min. 22sec.
Angela Nainby (East Grinstead) won the women's event in 34min.44sec.
Horner won the following day's event over a 42km circuit in a record 58min.17sec. English was second again in 59min.37sec. Tim Bayley (Arctic), who had failed to finish the previous day, was third in 59min.42sec.
Hastings rider Steve Geran (VC Bayeux), who had been unable to enter the previous day due to work commitments, finished sixth in 1hr.0min.54sec.
Tadros finished eighth in 1hr.1min 41sec. Nickki Treacy (VC Bayeux) won the women's event in 1hr.15min.23sec.
Horner won the main overall prize, with English in second place ahead of Stevens. Tadros placed fifth overall, Jones was eighth and Nainby was the top woman rider.
The new Velocity team won the team award, with GS Stella second.
Mark Jones, who organised the weekend, said: "Everything went very smoothly. I even arranged for all the snow and ice to disappear."
Sussex cyclo-cross champion Jonathan Sharpe (Evans Cycles) finished second in the London Phoenix club's open race at the Eastway Circuit.
Sharpe, who was leading the London Cyclo-Cross League at one point, has provisionally finished second overall.
Sussex star Sean Yates (Team Clean) heads the field for the Central Sussex CC 25-mile time trial on Sunday.
Yates is taking the opportunity to have a competitive ride before managing the CSC pro team that will claim his undivided attention. The start is at 9am and the HQ is Ashurst village hall.
