Conservative councillor Brian Oxley is calling for a clean up in Brighton and Hove.
The opposition leader on the city council said there were parts that still look dirty despite some improvements.
Coun Oxley pointed out litter and mess in Goldstone Street, Hove near a railway bridge, where he said the road had not been cleaned for several weeks and a grass bank nearby looked unkempt.
He said: "There is a large amount of rubbish including old wheels and a supermarket trolley. We need to take action. The city needs a real commitment from both the council and those who own assets in it to clean it up.
"They should keep at it consistently so that residents and visitors can enjoy a cleaner environment."
City council cleansing officials are looking into it.
