Only one in four voters have returned their ballot papers in one of the largest postal electoral ballots ever carried out in Britain.
The low returns have prompted fears the ballot to elect the new 54-strong Brighton and Hove City Council will be a flop.
By yesterday, only 27.22 per cent of the electorate had posted their ballot papers, which were sent out more than two weeks ago.
There are now only three more days to post votes.
The council has issued a last-minute reminder to electors to post their ballot papers.
A spokesman said: "To be sure your vote arrives in plenty of time to be counted, residents should return their papers in the freepost envelopes provided by last post on Monday."
The count will be held at the Brighton Centre on May 1 from 9.30pm.
