Brighton and Hove City Council's environment committee has endorsed a draft cycling strategy for the city.
Its main target is to complete four routes which form part of the National Cycle Network.
One is the well-used route along Lewes Road from the city centre to Sussex University and beyond, while another section is in the main shopping centre.
The seafront route which needs extending at both ends and the London Road route to Patcham needs improvement.
A new stretch is being proposed between Hove town centre and Hangleton, while the Dyke Road route towards Devil's Dyke needs upgrading.
Another route which could be improved runs from Whitehawk to Western Road in Brighton and Church Road in Hove.
