Five Conservative councillors stormed out of a Worthing Borough Council meeting last night after one was threatened with being removed.
The agenda was changed causing delays to the executive meeting.
Lib Dem council leader Sheila Player threatened to have Tory Keith Mercer removed as he tried to raise a question about the changes.
Coun Mercer said it was "so undemocratic" before leaving with councillors John Livermore, Reg Green, Peter Welch and Paul High.
