Thousands of people are expected to visit polling stations in East Grinstead tonight to vote on a housing plan.
Concerned neighbours in East Grinstead asked their town council for the poll to protest at proposals to build 25,000 homes in or near their town.
Under the 1972 Local Government Act, East Grinstead Town Council had to oblige and the town poll will take place between 4pm and 9pm today.
Six polling stations will be open.
The housing plan is included in West Sussex County Council's Local Plan and involves building 25,000 houses in East Grinstead and between the town and Crawley.
