Lewes District Council is preparing for a shake-up in licensing laws.
The authority is to consult on a new licensing policy ahead of it taking over responsibility from magistrates.
The sale of alcohol, public entertainment and late-night eating will come under council control next year.
Environment councillor Julie Carr said licensing reform attempted to balance freedom while avoiding problems with rowdiness and noise.
