What were the criteria for the raise? What other perks does he enjoy? Is he given private medical insurance? What are his pension arrangements? How much does he spend on hospitality?
Rises such as his fuel the expectations of others which resonate throughout the public sector.
It is now common that more than 80 per cent of budgets are spent on salaries, leaving little for improving services.
Public unrest about high council tax is surging in Devon, principally from the grey-haired majority who do not see any fairness in the less than inflation rises they receive compared to only moderately qualified executives such as Mr Panter.
The prevailing wind comes from the west.
