Nothing of architectural merit has been built in Brighton in the last 50 years and internationally renowned architecture should be encouraged.
However, it is important all buildings, particularly those of a high public profile, should be built in an environmentally responsible manner.
Over a third of UK green house gas emissions are attributable to buildings and their construction.
