A shortlist of four organisations has been drawn up as contenders to develop one of Brighton's largest derelict sites.
Preston Barracks in Lewes Road is earmarked for a mix of businesses and accommodation, including 40 per cent aimed at key workers and people on the council's housing waiting list.
The four organisations are Chichester Diocesan Housing Association, based in Hove; Rokeagle from Crawley; RH Partnership of Brighton; and Urban Catalyst from London.
They will be required to meet the key principles for a sustainable mixed-used development as set out in the master-plan for the 2.7 hectare site approved by the city council's policy committee in March.
It calls for facilities for 1,100 jobs, plus training opportunities; 260 units of housing, of which 110 will be affordable and a range of community facilities.
The commercial premises, housing, and other facilities would be paid for by cash from private developers, government money through a housing association and agency grants.
City council leader Ken Bodfish said: "Bids will be judged according to energy efficiency, jobs created, self-containment of parking, quality of open spaces and encouragement of public transport, cycling and walking."
The council hopes to choose a developer by December.
