Two hospital workers accused of bullying and intimidation have been cleared by an internal investigation.
Staff in the medical records department at Brighton and Sussex University Hospitals NHS Trust had threatened a walkout if Pauline Kenny and Jean Pope were found guilty.
Following a four-month investigation, which focused on claims made by another employee in the department, they have been cleared.
Both Mrs Pope, 59, and Mrs Kenny, 47, who were not suspended, still have concerns about the way they were treated.
And staff who threatened to walk out remain concerned about plans to move the department to a new 24-hour centre in Freshfield Road, Brighton.
Discussions between the trust and the GMB trade union are continuing.
Mrs Pope, who has worked for the trust for 17 years, said: "I knew we would be exonerated because we did nothing wrong.
"The whole experience has left me angry. It has been very stressful for us and all the staff. Morale is at an all-time low."
Mrs Kenny added: "We have been put through a lot and don't feel we have been treated fairly."
Trust personnel director Chris Wilson said: "We conducted an investigation and as a consequence we were unable to find any evidence of bullying.
"Discussions about the move are continuing, although the plans have been slightly delayed."
