Planners have rejected their council's plans for a compound to store sea defence materials.
Bosses at Arun District Council had applied for planning permission to turn land off Sea Road in Littlehampton into a fenced compound.
But at a meeting of their own development control committee, councillors said it was the wrong location and unanimously refused permission.
They took the decision after carrying out a site visit when councillors judged the compound would be detrimental to the character of the area and the amenities of nearby residents.
Councillor David Biss said: "This site is an amenity for the public. If it was tidied up, it could be used as a picnic area.
"A compound should be sited on a site closer to the A259."
Council chairman and local ward councillor Dr James Walsh, who asked to speak out about the proposals at the meeting, said: "The appearance would conflict with the general high quality of buildings around.
"I believe had this come from any commercial operator it wouldn't have seen the light of day.
"I'm sure it is because it has come from the council it has come this far."
Councillors were told amended plans for the compound were due to be submitted.
