Why is anyone surprised that Tesco would try to make as much money as possible out of its Church Road site with parking fees?
The council was naive, to say the least, in believing goodwill would be a factor in the arrangement.
Tesco is a business and it is out to maximise profits.
Goodwill gestures are just a means to an end and in this case ensure it secured a lucrative position in Hove.
The council should have realised this when the contract was drawn up, especially as this is not exactly a new venture.
Yet again the public suffers because of the council's incompetence at controlling big business.
However, people are not powerless. Tesco has never been able to charge for parking at its Lewes site because the barrier has been destroyed when it tries to impose restrictions.
People know when they have been lied to in order for unpopular building proposals or parking schemes to be approved.
However, that does not mean they have to be accepted. If everyone stuck to their principles, the monopoly would be with the people, not companies.
