Eastbourne Borough twice surrendered the lead as they were held at Merthyr Tydfil.
Defender Ben Austin, who went off with a back injury, said: "Before the game we would have settled for a point because it is a tough place to come. But having been ahead twice, its disappointing not to have won."
Borough took the lead on 15 minutes when Matt pounced on hesitant keeping by Neil Thomas and sneaked into score.
Five minutes later Merthyr levelled via a Gary Thorne header after Ian Edwards' cross. Borough retook the lead after another sensational strike by Ben White in the second half.
White smashed in a 30-yard free kick after Scott Ramsay was fouled. Eight minutes later, the Welsh side levelled through substitute Kevin Aherne-Evans' overhead kick.
