New bus lanes are being planned on a busy stretch of seafront road to give passengers priority.
East Sussex County Council and Brighton and Hove City Council are considering the lanes for the A259 coast road between Ovingdean and Peacehaven.
Brighton and Hove Buses operations director Paul Williams said: "This is one of the most notorious roads for peak hour congestion in the county.
"Every weekday morning, the westbound traffic queue approaching Rottingdean stretches back miles into Peacehaven causing frustration and delays to all road users, including bus passengers."
He said plans would soon be made for a dedicated lane allowing buses to bypass the worst of the traffic.
Mr Williams said: "The new lane won't take away road space used by motorists, so it won't worsen the current position but bus passengers will experience a dramatically improved journey time.
"Plans for more houses in the Peacehaven area make improvements even more essential."
