Nathan Ring, having already kicked one difficult penalty to drag his side level, had another attempt from wide out but sent the ball narrowly past the near post.
Eastbourne found it tough going up the slope against a heavy pack in the first half and went 15 points down.
Sam Gower sparked the fightback with a score at the posts, though Ring saw his conversion charged down.
Danny Craven added a second try on 70 minutes and this time Ring goaled to set up the exciting finale.
