A project to build 50 apartments has been rejected by planning inspectors.
Berkeley Homes wanted to build the flats, 20 of them low-cost homes, in Preston Park Avenue, Brighton.
But Brighton and Hove City Council's planning committee refused to allow the demolition of two existing houses on the site almost a year ago, prompting the firm to appeal.
The inspectors upheld the council's decision following parking concerns.
