The leader of Brighton and Hove City Council, Ken Bodfish, and the leader of the Greens, Keith Taylor, appear anxious for us to believe that David Panter, the departing chief executive, was a good thing.

Who failed to include a time-over-run penalty clause in the contract for the roadworks along the London Road that over-ran by several months, causing traffic chaos?
Who failed to insert a time-penalty clause for the resurfacing of the few yards of bus lane by St Peter's Church? This small job caused traffic chaos throughout much of the conurbation for three weeks.
Who was responsible for awarding Jarvis the contract to maintain four local schools for 25 years without proof of expertise in this field and without a trial period of significance?
Remember, Jarvis claimed to have re-roofed Varndean Swimming Pool. The school does not have one.
Who proposed the demolition of the Brighton Centre and its replacement at vast public expense when, with inexpensive modification, it could be adapted to rectify its supposed deficiencies?
Who allowed Mr Panter to run up expenses of thousands of pounds for his meals and entertainment at the cost of taxpayers?
