The assertion by Jane Bentley that "exclusion panels are driven by targets to keep the number of exclusions low" (The Argus, March 30) is simply not true.
Similarly, it belittles the integrity of our appeal panel members to say they are not making judgements in the best interests of schools.
Appeal panels are independent of the LEA. They have to consist of at least one lay member and a headteacher. Members are bound by guidance issued by the Secretary of State on how appeals should be conducted and what information should be taken into consideration.
In reaching their decisions, appeal panels must consider both the best interests of the pupil and the best interests of the school.
Each case must be considered on its own merits but if violence is involved, the guidance states it would not normally expect panels to overturn a headteacher's decision to exclude.
