Councillors deferred making a decision on whether Brighton and Hove Albion can continue to play at Withdean until 2008.
They also deferred an application by the Seagulls to extend their temporary ground by building almost 2,000 extra seats.
Councillors will consider the application at their next meeting on May 17 following a site visit.
It means the Seagulls still have no legal right to play at their ground. A similar application applying for permission to play at the stadium until June 2005 and build more seats was approved by councillors last November.
But a High Court judge overturned the decision in February because councillors failed to follow correct procedures.
