Demands for chewing gum makers to pay for the cleaning of pavements on to which disgusting people deposit chewed gum?

What about the cigarette ends, old pieces of chicken, burgers, fish and chips?

Should the cleaning up of old food such as this be paid for by cafes and take-away shops?

No. If they did, the same disgusting people would think it's OK to do it, as someone else will pay to clear up after them.
