Up to £450,000 could be spent on road safety improvements around a well-known landmark.
The cash will be earmarked for the Floral Clock area in Church Road, Hove, if councillors agree.
The clock is on an island cut off by fast-moving traffic, making it difficult for pedestrians to reach.
The scheme will be designed to reduce traffic speed, provide crossing points for pedestrians and improve safety for cyclists.
Ward councillor Paul Elgood said: "When the proposals first came out, traders were concerned at the potential loss of trade by re-routing the traffic.
"I am glad that the council has listened to these concerns and this has been overcome. We've now got the road improvements without the controversy as the traffic flow will be unaffected."
