Motorists are submitting a 180-signature petition against plans to put double-yellow lines in front of their driveways.
Brighton and Hove City Council proposes to introduce resident permits and pay-and-display machines to extend the Goldsmid controlled parking zone in Hove.
But working couples and families with more than one car say double-yellow lines outside their homes will put pressure on parking spaces.
Dr Malcolm Segall, of Wilbury Avenue, will present the petition to the council's environment committee at Brighton Town Hall this afternoon.
Dr Segall said: "The council's plans will mean we can't park in front of our own driveways. This is a waste of parking space."
The council has said double yellow lines are a safety measure and manoeuvring space for vehicles needs to be protected.
Residents are calling for white access protection lines, which are single white lines that prevent people other than those using the house from parking in front of the driveway.
