Now smoking is banned in premises owned by Brighton and Hove City Council, and is due to be banned in public places, can anyone tell me how it will be enforced and who will enforce it?
All that happens when it is banned in the workplace is that smokers gather in groups and the smoke drifts in through the nearest open window, as it does where I work.
