Who or what is responsible for the offensive rubbish I encounter every morning on my way through The Lanes to our company offices in Bartholomews.

I am fortunate enough to travel extensively in the course of my work and can honestly say I have never seen such a mess so regularly anywhere else in the world.

Perhaps there should be less flag-waving about our city status and a little more shop-floor action instead.

I understand a frequently offered excuse for the disgraceful state of our pavements and streets in the morning is that the seagulls peck open the rubbish bags.

On the basis it is difficult to call the seagulls to order and suggest to them they should reorganise their pecking order, would it not make more sense to realign the, no doubt, highly lucrative waste collection services themselves, to ensure bags are removed before their beaks are engaged?
