SIR Herbert Carden was the maker of modern Brighton, responsible for saving much of the Downs and for widening Western Road.

He thought big and was a man of action. When the council was slow to buy downland, he purchased it himself and sold it on at cost price. Not everything Sir Herbert advocated was good. He wanted to demolish much of the seafront to create a boulevard and even advocated demolishing the Royal Pavilion. But he was a visionary who saw the town as he would like it to be and did much to achieve his aims. Where are the Cardens of today? We need men and women of vision to put forward an ambitious programme of where Brighton and Hove should be going in the next few years. This needs to cover such thorny problems as where to dump the town's rubbish, where to put sports stadia and what to do about the increase in traffic. Apublic debate would be welcome.
