Where are the posters on appropriate Brighton and Hove Council sites telling the public not to leave litter? Where is the continual routine publicity through the media such as the Argus? Where are regular awards for areas showing some noticeable response?
The council wants individuals to report debris. How? Where is it publishing the environmental health direct line telephone number people can use?
Incidentally, although environmental groups are precluded from cleaning up beaches, there is nothing to inhibit them from monitoring them - hence the Save Our Seabirds long-running "Adopt-A-Beach" scheme.
