Reduced intervention of central government in local issues on face value gives the individual more of a say in planning our communities. In reality, we have a secondary level of petty demigods who further want to erode the democratic process by reducing the number of councillors and introducting an all-powerful executive mayor.
By having more elected councillors who individually represent fewer residents, there would be no need for prolonged dialogue in the council chamber or select committee, as they would have a clear mandate on how to vote from those they represent.
