There is a simple solution to Brighton and Hove Council's problems with rubbish collection. A short while ago it chose to persecute private rubbish collectors by refusing them entry to council tips, while allowing SITA unlimited (and free) access. It's the same rubbish, so why is one group banned?

The council should swallow its pride before an appeal proves it is breaking the Competition Act of 1995. It should work together with the private contractors, while stopping SITA from collecting anything but household rubbish. The problem could be greatly reduced in this way and it would keep SITA on its toes.
