Lord Bassam is calling for an action plan to sort out drugs and vandalism in a troubled street.
The former Brighton and Hove Council leader, now a Home Office minister, was appalled by the open abuse of drink and drugs he saw on a visit to the St James's Street area.
He said: "I witnessed two members of a drinking group outside the disabled toilets in Upper Rock Gardens preparing to give themselves a fix.
"The area is a busy residential and tourist zone and the WCs are opposite a busy bus stop frequently used by schoolchildren.
"I doubt whether disabled residents feel able to use their WC despite its location."
He said the area around the WCs was littered with cans, bottles and human excrement.
Lord Bassam, who lives in Kemp Town, is asking Brighton and Hove Council to get together with him, the police and a local action group to tackle the problem.
He said: "Much council money has been invested in the area and usefully attracted new businesses to lift and change it.
"But the area needs a big clean up. Action is also needed by the police to tackle the drug dealers and abusers."
Lord Bassam, who last week heard the concerns of local traders and residents, said more police officers were needed on the beat.
He has also asked Brighton police whether local activists could be shown the closed-circuit TV system to answer their concerns about its operation.
Lord Bassam said local drug and alcohol abuse agencies should also be asked for their help in drawing up an action plan.
