Supporters of the proposed new Albion stadium have shrugged off the latest opposition.
Brighton and Hove Council wants a 25,000-seat community football stadium built at Village Way North, Falmer, by 2003.
The scheme has overwhelming support from Brighton and Hove Albion fans, who currently watch their team at Withdean.
On Tuesday, East Sussex County Council looks set to voice its opposition to the scheme, adding to an increasing list of objectors including Lewes District Council and Falmer Parish Council.
East Sussex says the proposed site is in an area of outstanding beauty and councillors are concerned about the impact on the environment.
There is also concern that Falmer would be swamped by cars on match days.
East Sussex councillor David Tutt said: "In general terms I am supportive of the idea that Brighton gets a stadium, but we'll have to see whether this is an appropriate site."
However, because the land is within Brighton and Hove's boundary, supporters say it is unlikely the objections would halt the scheme.
Brighton and Hove councillor Simon Battle said: "I am fairly confident that with the public support, and the fact that it is our Local Plan, we can deliver."
He said other sites had proved unsuitable and Falmer was the only possible location for the stadium in Brighton and Hove.
