Chuck Odom's claim the pension was originally introduced to help subsidise people's savings and not to live on (Opinion, October 5) is not true.
Joseph Chamberlain first proposed such a scheme. He intended it to be voluntary with the State only supplementing it. Even this plan, however, proved too costly for his rich Tory boss, Lord Salisbury.
