Thousands of people are opposing plans that would split a village in two.
Under proposed changes to Brighton and Hove Council ward boundaries, the southern part of Woodingdean would merge into an enlarged Rottingdean ward.
Tory councillor David Smith, who lives in Woodingdean, said: "It has never been divided since it was built.
"It is one of the biggest communities in Brighton and Hove and one with its own natural boundaries."
Woodingdean councillor Pamela Stiles said there was enormous opposition to the division.
But Labour's plan for 22 wards with 64 councillors was approved at a council meeting last night.
Tories and Liberal Democrats have each put forward plans for a council with 54 members although the boundaries would be different.
A final decision will be made by the Local Government Commission.
