A man walking his dog was attacked by two pit bull terriers.
Geoffrey Street was walking his shitzu dog near his home in Palmeira Square, Hove.
Mr Street, a 41-year-old nurse, said: "One of the dogs came up to sniff my dog, Scooby, and then it started attacking my dog so I went to pick it up.
"Then the other pit bull starting attacking. Then they were biting my arms and hanging on without their feet touching the ground.
"The owner did absolutely nothing. I shouted at her to call them off but she just walked over when I had managed to throw one of them off."
During the attack on Thursday evening, Mr Street, who lives in the square, suffered 14 puncture marks to his arms and stomach.
He said: "I am very concerned because my niece, Nichola, was walking the dog when she came to stay that week and it could have been her who was bitten."
A spokeswoman for Brighton and Hove Council's animal welfare unit said it was investigating the incident.
